This is an extract:

"Government is responsible for maintenance of Government slopes while owners of a property is responsible for maintenance of their own slopes."

Could somebody help me in understanding why "is" follows "owners"?

The extract is actually from an official paper. That's why I tended not to believe it to be an error at the beginning.

Anyway, the correct one should be

"Government is responsible for maintenance of Government slopes while owners of a property are responsible for maintenance of their own slopes."

Am I right?

One more question. I'm always indecisive in the usage of "the". Should there be "the" before "maintenance" in the above quote?
