Hi,
Can I say: We were planning to add this product to the upcoming application release, but I cannot seem to get the contact person's cooperation. Thanks, Yog |

I am no grammarian, but this reads fine to me. No errors. It could be changed to present tense, depending on if you are still planning and if you can't or couldn't get the contact details.

I meant that the original plan was to add it to the release, but since I cannot get hold of the contact person (who should have provided me the info), I would like to know what should I do.

The English is OK, the business clarity isn't. You seem to want/need to say:
We were planning to add this product to the upcoming application release, but I/we cannot seem to get hold of the contact person. (Thus,) we would appreciate instructions as to how to proceed under the present circumstances. |

As Eng123 has said, the sentence is fine as originally written.
