Default "English-speaking people" What does it mean ?

I was wondering what "English-speaking people" mean ? Does it refer to any persons who can speak English, no matter whether English is their mother togue ?

persons = people, is that correct ?

persons = people, is that correct ? (Correct. Your assumption is correct. There are many English speaking people all over the world).
